Overview

CyberPro (Aveshka and Drodex) is recruiting a Logistics Program Manager to support an impact office within the United States Department of Health and Human Services. The Administration for Strategic Preparedness and Response (ASPR) is responsible for the nation’s public health preparedness and emergency response. ASPR was created in the wake of Hurricane Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters. This agency has been the lead federal office for the U.S. response to COVID-19 and, more recently, deployed medical resources to support jurisdictions impacted by Hawaii Wildfires.

Location: Onsite - Frederick, MD

Responsibilities

Response Logistics’ mission is to maintain Public Health and Medical response assets, coordinate, support, and track the deployment of ASPR responders, response caches, and emergency communications, including the movement of these assets to the right place, at the right time, to save lives.

This individual will support the Office of Logistics (ORL) within ASPR by doing the following:

  • Assists in reviewing requests for purchases of accountable assets in order to identify availability of requested resources from various federal outlets
  • Assists in acquisition/purchasing activities, which may involve accountable property that has been purchased by ASPR funding or through disaster relief funds
  • Ensure that all nonexpendable accountable property being received or issued is distinctively marked so that it can be readily identified as leased, loaned or Government-owned property
  • Assists in the issuing of custody receipts or other similar documents to assign responsibility for nonexpendable equipment and sensitive supplies issued to responsible party
  • Assists in evaluating culpability when accountable property has been reported lost, damaged, misused or stolen and assisting the ASPR Survey Board Officer when further investigation is required
  • Assists in performing a joint inventory when transferring the organization’s accountability property account to a new Accountable Property Officer (APO)
  • Certify that the accountable property was accounted for during this procedure
  • Assists the government by conducting a complete inventory of all property located at the facility; all property issued to employees and removed from the facility
  • Return all property brought to a facility, temporarily, including preparing and circulating a list of excess property and turn this list over to the APO at the government facility upon the return of the equipment
  • Assists the government in the collection and analysis of equipment maintenance, repair and failure data
  • Assists the government in managing work concerned with receiving, handling, storing, maintaining, issuing or physically controlling items within the Agency’s storage and distribution system and other logistic services in direct support to disaster operations
  • Stay current on all policies, guidance and procedures affecting logistics practices
  • Assists with short lists for NDMS caches
  • Create order lists
  • Contact vendor for quotes
    • Cache/kit/office supplies
    • Services/Preventative Maintenance
      • Provide feedback on ordering process
    • Provide short list by cache/kit so items can be integrated into caches/kits once received
    • Once funding is received
      • Contact vendors that are providing a service and find out when they can perform this service and schedule them
    • Received order tracking
      • Confirm order receiving with shipping and receiving
    • Log new line items received with actual dollar values in tracking sheets
    • Track which NDMS cache/kit has received the item and add the dollar value to the inventory for asset valuation
    • Review Biomedical PM schedule monthly and determine which items need to have service performed and coordinate with staff and vendor once funding is approved.
    • Provide recommendations to resolve problems in workflow, work methods and procedures, task distribution, overall workload, forms and record keeping, span of control and organizational structure.
    • The contractor shall assist the government in the collection and analysis of equipment maintenance, repair and failure data; as well, perform logistics analyses on interrelated issues for logistics policies and procedures to be implemented and logistics support requirements
    • The contractor shall recommend to the government any appropriate corrective action to ensure improvements are effectively defined, implemented and measured, including participating in working groups, committees and implementation of logistics policy and procedures.
    • The contractor shall at the request of the government consult and coordinate with organizational components and other entities on non-routine procedural problems to ensure consistent processing.
    • Stay current on all policies, guidance and procedures affecting logistics practices.
    • The contractor shall assist the government in managing work concerned with receiving, handling, storing, maintaining, issuing or physically controlling items within the Agency's storage and distribution system and other logistic services in direct support to disaster operations.
    • The contractor shall aid the government in the oversight of the integration of the National Response Framework (NRF) procedures with established logistics policies and methodologies.

Qualifications

Required Education:

  • Bachelor’s degree in business, Logistics Management, or Systems Engineering.

Required Experience:

  • 2-4 years of experience in logistics
  • Drive Logistics vehicles to move inventory (recommended to have a CDL license)
  • Must be a U.S. citizen
  • Must maintain a valid state driver’s license without restriction to operate a standard passenger or cargo vehicle
  • Must be able to lift 50lbs and duties may require lifting and carrying supplies.
  • Must successfully complete a personal background check to obtain HHS identification/credentials

Required Clearance:

  • Public Trust

Desired Qualifications:

  • Advanced certifications desired
  • If required by ASPR, must be able to obtain forklift operator certification
