CyberPro is seeking a Project Manager I (Facilities Operations) to support the Administration for Strategic Preparedness and Response (ASPR). ASPR is a public health preparedness and emergency response organization in the Office of the Secretary at the United States Department of Health and Human Services. ASPR was created under the Pandemic and All Hazards Preparedness Act in the wake of Hurricane Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters.

Location: This position is Hybrid and full-time (Washington, DC).

Responsibilities:

  • Conduct meetings with clients to assess their needs (i.e., space reduction, consolidation, changes in use, and/or growth) and discuss project funding options.
  • Document project via site survey to evaluate space utilization, telecom, electrical, reflective ceiling, base-building dimensions.
  • Coordinate with project consultants to develop schematic space plans and conceptual
    furniture layouts, review consultant proposals.
  • Develop a project plan Scope of Work and construction estimate to meet the project
    requirements.
  • Maintain regular communication with client and stakeholders to advise the status of each
    project.
  • Identify risks along with a recommended course of action to mitigate those risks.
  • Follow up on all open items within the project plan that impact schedule.
  • Assists with the development of the most major, politically sensitive, and complex project management plans that define the scope, schedule, budget, roles and responsibilities of all team members, including communications, and risk management plans.
  • Manage/Coordinate the integrated project schedule with all stakeholders (design, construction, telecom, IT/AV, security, furniture, construction, move logistics, move/excess activities)
  • Review general contractor’s proposals for acceptance, independently or in consultation with GSA and other stakeholders.
  • Be available to coordinate all furniture installations, internal furniture moves and service
    coordination, as required.
  • Oversee project construction progress, conducting progress meetings as required and
    develop project punch list.
  • Coordinate access to the facility and space through building security and related applicable policies.
  • Manage and track project funding.
  • Determines project risk and assesses project activities and resources to mitigate risk on
    behalf of the government.
  • Briefs key leadership on costs, impact, feasibility, alternatives, issues, recommendations and status of project development and implementation.
  • Perform project audits and inspections as requested.
  • Maintain accurate project files in accordance with local policies and procedures.
  • Comply with local governance templates, standards, and processes.
  • Familiarity with AutoCAD, GSA RWA Process (eRETA).
  • On-site project management for ASPR Region 4 (Atlanta, GA) Facility Consolidation that
    requires out of state travel for up to a week. Quarterly travel requirement.
  • Support of project to determinate consolidation of facilities that requires travel to ASPR Strategic National Stockpile (SNS) Warehouses and the U.S. Marshall Office (leased by ASPR)

Quarterly travel requirement.

  • Support the successful close out of ASPR’s Hawaii facility.
  • Support consolidating ASPR’s Region 9 (California) facilities. Quarterly travel requirement.
  • Overtime may be required to account for travel outside of normal duty hours.

Qualifications/Requirements:

  • Bachelor’s degree Business Management/Program Management or related field of study.
  • 3 or more years of relevant experience large scale facilities projects, managing federal construction and facilities programs.
  • Experience related to project management, facilities program oversight and implementation of facilities policy to ensure compliance with law, regulation, and Executive Order.

Preferred:

  • It is preferable that the PM have experience related to project management, facilities program oversight and implementation of facilities policy to ensure compliance with law, regulation, and Executive Order.
